Dehradun – In a bold step to eliminate procedural lag, the Uttarakhand Revenue Council has mandated a comprehensive overhaul of land‑mutation processes and a heightened emphasis on the efficiency of subordinate revenue courts throughout the state.
Accelerating Mutation Proceedings
The Council’s Commissioner and Secretary, Ranjana Rajguru, reviewed the current backlog of dakhil‑kharij (mutation) cases and the workload of revenue courts in every district. She directed Assistant Collectors (First Class), tehsildars, naib tehsildars and related staff to clear pending matters strictly according to the prescribed rules and timelines.
Presiding officers were instructed to adjudicate each mutation case on its merits, applying the relevant statutes, so that applicants are not subjected to unnecessary delays.
Ensuring Up‑to‑Date Court Registers
The Council stressed that each revenue court must keep its registers complete and well‑organized. Current records enable rapid verification of a case’s status and help avoid procedural setbacks.
Files of concluded cases must be transferred to the record rooms within the stipulated period, guaranteeing that original documents are readily accessible for any appellate review.
Timely Service of Summons
Officials received an explicit directive to serve summons issued by revenue courts within the legally mandated timeframe. Particular attention was given to the districts of Haridwar and Udham Singh Nagar, where officers were warned against any laxity in serving summons related to mutation matters.
Introducing ‘Mutation Day’
To further hasten the clearance of pending mutation work, the Council will inaugurate a statewide ‘Mutation Day’ starting next month. Rajguru asked the presiding officers of all tehsils to finalize logistical arrangements well before the inaugural day.
The initiative seeks to make mutation disposal more time‑bound and transparent, providing relief to landowners awaiting title updates.
