Dehradun. On Saturday, Chief Minister Pushkar Singh Dhami authorized a direct‑benefit transfer (DBT) of ₹18.49 crore into the bank accounts of 10,709 eligible construction workers covered by the Uttarakhand Building and Other Construction Workers Welfare Board.
Speaking from the Chief Minister’s residence, Dhami highlighted the pivotal role of construction labour in the state’s growth. He instructed department heads to guarantee that workers and their dependents receive education, healthcare, nutrition and social‑security benefits promptly and transparently.
Health Screening and Immediate Care
The minister also ordered swift medical attention for anyone diagnosed with illnesses during routine health screenings. He called for close coordination between the Labour and Health ministries to ensure that identified cases are referred to appropriate treatment facilities without delay.
Festive‑Season Welfare Drive
With the festive period looming, Dhami urged all ministries to intensify public‑service delivery through their respective schemes. Particular emphasis was placed on schooling for workers’ children, family nutrition, women’s health and workplace medical facilities.
The latest DBT batch includes 95 beneficiaries of maternity assistance, 177 receiving post‑death aid, 2,354 allotted daughter‑marriage support, and 8,083 granted education assistance.
Integrated Welfare Model Updates
Officials reported that, to date, 33,429 educational kits, 26,674 hygiene kits and 23,216 nutrition kits have been handed out, bringing the cumulative total to 83,319 kits distributed among construction families.
Under the Shramik Health Scheme, workers have undergone 20,527 health screenings and 232,281 diagnostic tests. The Chief Minister expressed satisfaction, noting that early detection has uncovered several serious conditions at a treatable stage.
Labour Cess Collection Management System (LCCMS) Milestones
The meeting also reviewed the performance of the Labour Cess Collection Management System (LCCMS). The digital platform, which earned the SKOCH Gold Award for e‑Governance in 2025, has been recognised at the national level and featured in the Government of India’s Best Practices Compendium.
To date, 21,200 establishments have registered online, and cess collection has surged by 47.21 %. Officials presented LCCMS as a scalable model for other states.
National Recognition of Uttarakhand’s Health Initiative
Representatives from West Bengal, Delhi, Madhya Pradesh and Chhattisgarh praised the Uttarakhand Shramik Health Scheme at a national conference in Mumbai, expressing interest in replicating the model.
The scheme’s mobile medical units deliver on‑site screenings, consultations and referral services directly at construction sites, showcasing a blueprint for broader implementation.
Dhami directed continuous monitoring of beneficiary coverage and eligibility verification at the district level, stressing that remote‑area workers must not be excluded from any welfare scheme.
Present at the programme were State Advisory Contract Board Chairman Kailash Pant, Vigilance Committee Chairperson Geeta Rawat, Vice‑Chairperson Mohini Pokhariya, Welfare Board Chairman Dr. Shridhar Babu Adanki, Secretary Prakash Chandra Dumka, along with senior officials from the Labour Department and the Board.
